As part of the statewide rate cut, Coakley asked for a 29 percent rate drop for Cape Cod and Islands homeowners.Coakley said insurance companies are trying to gouge homeowners who have no choice but to purchase policies through the FAIR Plan. Insurance Commissioner Nonnie Burnes is currently weighing a proposal for a double-digit increase in FAIR Plan rates for the second year in a row.
