A bill that would ban the practice of prosecutors soliciting money in exchange for agreeing not to charge defendants with crimes has passed the Legislature and now heads to Gov. Jim Doyle ‘s desk.The bill was first introduced in 2003 following a series of stories in the Wisconsin State Journal that raised questions about the practices of former Republican attorney general candidate Vince Biskupic.
The State Journal found Biskupic signed secret deals with defendants not to charge them with crimes if they paid thousands of dollars to anti-crime groups or a fund he controlled as Outagamie County district attorney.
