KS: Tax increase help or hurt?

And it could be argued Brown’s vote wasn’t needed because the tax bill was finally approved in the House on a 64-61 tally.

But Brown said he felt he had to vote for the tax increase because earlier he voted for the spending in the budget. It would have been wrong to vote for the spending and not for the tax bill, he said.

The tax vote will be front and center in the upcoming legislative elections. All 125 House seats are up for grabs.

Anti-tax groups promise to make an issue of the vote to increase the state sales tax from 5.3 cents per dollar to 6.3 cents for three years. In 2013, the tax is scheduled to decrease to 5.7 cents per dollar, with a portion of the revenue going to help fund the new state transportation plan.

KS: Republican Lt. Governor Candidate Picked

Republican Sam Brownback tapped state Senator Jeff Colyer Tuesday as his running mate in his bid to be Kansas’ next governor.

Colyer, an Overland Park surgeon is a conservative Republican who served a term in the state House before joining the Senate in 2009.

The pick defied predictions from some that Brownback would pick a moderate to balance his own conservative credentials, or that he’d pick the leader of a Kansas business. Brownback said he picked Colyer because of his intelligence, his medical background, his compassion and his dedication to Kansas.

KS: Democrat Candidate for Secretary of State gets Max Penalty for Violating Campaign Finance Laws

A legislator who’s hoping to be elected Kansas’ top elections official was fined $5,000 on Tuesday by the state ethics commission for misusing campaign funds.

The penalty for state Sen. Chris Steineger, a Kansas City Democrat, was the maximum possible. He said the ethics violation resulted from an unintentional mistake and promised to pay the fine quickly.

The Governmental Ethics Commission concluded that Steineger violated a law restricting how campaign funds can be used. Twice last year, Steineger used his Senate campaign fund to pay for polls testing how well voters recognized his name for a potential run for statewide office.

Steineger is running against Secretary of State Chris Biggs in the Aug. 3 Democratic primary. Three Republicans also are running for the office.

KS: Senate Committee Takes Up Taxes

Amid conflicting signals from voters about how best to deal with the state’s budget woes, Kansas senators were floating proposals Thursday for raising taxes on items such as on groceries, cigarettes, liquor and perhaps even wealthy families’ earnings.

While the Senate Ways and Means Committee members were mulling over tax increases, lawmakers weren’t sure how much progress would be made toward settling on a mix. Legislators could also make tweaks around the edges of the budget and avoid confronting tax issues for another day.

The committee needs to raise about $500 million in new revenue for the $13 billion-plus budget it has proposed for the fiscal year beginning July 1.

Kansas Senate GOP Leaders Eye Budget Challenge

Kansas Senate GOP leaders say nearly all taxes are under consideration for increases as they try to solve the 2010 budget shortfall.

Speaking with the media Wednesday morning, Senate President Steve Morris of Hugoton says that no tax increase has been eliminated from consideration.

Legislators adjourned the first portion of the 2010 session early Wednesday without passing a budget for the coming fiscal year. The forecast is that the state will face a gap of some $364 million to balance the budget.

Kansas Lawmakers push state for exemption to Federal Health Care bill

A day after the U.S. House passed major health care reform legislation, the Kansas House debated a proposed state constitutional amendment designed to block it.

But it appears the measure could fall a few votes shy of passing when the House holds a final vote today.

The amendment would attempt to prohibit the federal government from requiring almost every Kansan to have health insurance. That mandate is one of the cornerstones of the reform bill passed Sunday by the U.S. House.

If passed by two-thirds majorities in the state House and Senate, the proposed change to the Kansas Constitution would go before voters in November.

New Secretary of State Named in Kansas

Gov. Mark Parkinson on Tuesday named fellow Democrat Chris Biggs as Kansas’ new secretary of state.

Biggs replaces Ron Thornburgh, a Republican who resigned last month to take a private-sector job. Biggs will serve for eight months before voters elect a new secretary of state. Biggs is one of several candidates.

Biggs, 51, was the state’s securities commissioner, a position he had held since 2003. He narrowly lost the 2002 attorney general’s race to Phill Kline. A former prosecutor, Biggs served for 14 years as county attorney in Geary County, where he lives.

KS: House Votes to Cut Pay for Elected and Appointed Officials

The Kansas House on Wednesday voted to cut the pay of elected and appointed state officials by 5 percent.

“This amendment sends the message that we are serious” about cutting spending, said Rep. Melvin Neufeld, R-Ingalls, who introduced the proposal.

The measure was added to a budget bill that attempts to close the books on the current fiscal year and ratifies many of Gov. Mark Parkinson’s earlier announced budget cuts. Much bigger budget battles lie ahead.

KS: Secretary of State Resigns

Thornburgh, a Republican, announced Monday that he’ll resign next week to become senior vice president for sales and marketing at Olathe-based NIC, a company that provides online services to governments.

Gov. Mark Parkinson, a Democrat, will pick Thornburgh’s successor. If he picks a Democrat, that will give a member of his party nine months to establish themselves as an incumbent ahead of the 2010 secretary of state election.

KS: Democrat Attorney General Asked to Challenge Health Reform

Four Republican legislative leaders on Thursday said they want Attorney General Steve Six, a Democrat, to challenge his party’s proposed health care reform.

The GOP legislators — Senate Majority Leader Derek Schmidt, of Independence, who is running for attorney general; Senate Vice President John Vratil of Leawood; House Majority Leader Ray Merrick of Stilwell; and House Speaker Pro Tem Arlen Siegfried of Olathe — say the Democratic health care reform proposals include unconstitutional provisions.

“With luck and a little persuasion, perhaps a majority in Congress will come to its senses and conclude that our nation’s health care can be reformed without disregarding the Constitution,” the four legislators wrote in a letter to Six. “But if they don’t, then it will be up to you and to us to protect the Constitution we are sworn to uphold and to preserve the liberties of the Kansans we represent.”
