CA: Lawmaker Drops Bid to Arm Legislators

A bill to streamline California’s gun-permit process has been stripped of a controversial provision that would have made it easier for lawmakers to get permits.

Sen. Roderick Wright (D-Inglewood) said he agreed to drop the provision for now, but hopes to revisit the idea later.

“I look forward to having a debate on the issue,” Wright said in a statement. “The recent news in Wisconsin of threats to legislators only supports the basic premise of the bill.”

Rainy Day Funds tough to use in some states

While budget deficits threaten to cripple government services across the country, a handful of states with billions of dollars socked away in “rainy day” funds for troubled financial times are discovering they can’t use that money to offset their cuts.

Amid the worst financial crisis facing states in decades, stringent rules governing the use of reserve funds have tied the hands of lawmakers in nearly a dozen states even as they consider raising taxes, slashing health and social services and shuttering education programs.

About three-fourths of states have used rainy day funds in the past three years to alleviate budget cuts, but some have had difficulty accessing the money or have shied away from doing so. They would have to repay it quickly or were worried it would hurt their bond ratings.

New California AG now an Obama Ally in Health Care Fight

First, President Barack Obama supported Kamala Harris’ campaign for California attorney general. Now, she’s defending Obama’s federal health care reform package that has twice been ruled unconstitutional.

Harris led a group of state attorneys general in an amicus brief filed Monday with the U.S. Court of Appeals for the Fourth Circuit, which is hearing the federal government’s appeal of a ruling in favor of the state of Virginia. A federal judge ruled in December that the health care law is unconstitutional.

Virginia Attorney General Ken Cuccinelli argued in his lawsuit challenging the law that a mandate requiring citizens to purchase health insurance or face a $695 annual penalty is unconstitutional and flies in the face of Virginia law.

Harris and nine other attorneys general disagree with Cuccinelli, who has asked the U.S. Supreme Court to hear the appeal instead of the Fourth Circuit in the interest of a quick resolution.

New California Primary System getting its first test

A couple of Senate special elections will give the new open primary system its first test.

California’s new top-two open primary system is getting its first test in special elections in two Southern California state Senate districts Tuesday, ushering in changes that proponents hope will eventually lead to a less partisan Legislature.

Voters are choosing successors for Democratic Sen. Jenny Oropeza, who died in office last year of complications from a blood clot, and former Sen. George Runner, a Republican who was elected to the state Board of Equalization in November.

Ace Smith, Harris’ chief strategist, said today that “recent developments in Los Angeles County have made it abundantly clear that Steve Cooley’s campaign is attempting to disqualify as many provisional ballots as
possible” and called on the Cooley campaign to “immediately cease any tactics designed to disenfranchise voters.”

Kevin Spillane, a senior consultant with the Cooley campaign, called Smith’s comments, “typical campaign hyperbole and not supported by the facts.”

“The Cooley campaign, working closely with legal counsel, has repeatedly expressed concerns to the Los Angeles County Registrar-Recorder’s office about the conduct of some individuals and raised questions about proper procedure being followed,” Spillane said.

CA: Republican Cooley leads AG Race

A new poll finds Los Angeles County District Attorney Steve Cooley is slightly ahead of his Democratic opponent in the race for California attorney general.

The University of Southern California-Los Angeles Times survey released Friday found 34 percent of likely voters supporting Cooley with 30 percent supporting San Francisco District Attorney Kamala Harris. Another 17 percent are undecided.

CA: Democrat AG Candidate Scrambles after RSLC Launches Ad

Democratic attorney general nominee Kamala Harris on Sunday accused national Republican leaders of trying to hijack her race against GOP rival Steve Cooley with a $1.1-million independent advertising campaign criticizing her 2004 decision not to seek the death penalty against a police officer’s killer.

Harris also announced that she plans to take legal action against the “shadow group” that paid for the television ad and that she will disclose more details Monday morning.

While visiting Southern California churches and loyal Democrats to rally support for her campaign, she urged both the church and party faithful to help her combat the ad.

The ad was paid for by the Virginia-based Republican State Leadership Committee, which is headed by Ed Gillespie, chairman of the Republican National Committee under President George W. Bush. Karl Rove, the chief political strategist in the George W. Bush White House, also is affiliated with the organization.

CA: Republican AG Candidate Winning Fundraising Battle

Steven Cooley’s campaign coffers swelled last week as the Republican nominee for California attorney general cashed checks for more than $300,000.

Cooley, Los Angeles district attorney, received $111,966 on Thursday alone. Chipping in were Wal-Mart Stores Inc. ($6,500), Bechtel Corporation’s chief executive and his wife ($13,000), poultry farmers ($4,500) and a handful of energy companies, data from the California Secretary of State shows.

The campaign finance disclosures indicate that Kamala Harris, the Democratic nominee and San Francisco’s top prosecutor, is falling further behind in the money race. Harris trailed Cooley by more than $300,000 at the start of October.

Since then, Cooley has out-raised Harris in large donations ($1,000 or higher) $634,559 to $400,570.

The political attacks are sharpening in the race for California attorney general as election day nears and interest in the campaign rises among voters and free-spending outside interest groups.

Democratic nominee Kamala Harris, the San Francisco district attorney, on Thursday amped up her attacks on the environmental record of GOP rival Steve Cooley, Los Angeles County district attorney. She accused Cooley of being in the pocket of local developers and Texas oil companies, and continued to cast herself as the green candidate in the race.
